This is a known issue. OA's Web Shield does not work when the browser is run in Sandboxie.
If you go on the OA forum you'll see that they have it listed with their known issues in a thread at the top of the page. Tzuk is aware of this issue and the matter has been discussed here, on the OA site as well as Wilders. It's not something that looks like it will be fixed anytime soon. It's still a great Firewall/HIPS/Anti-Logger despite this one issue. If that feature is very important to you, you may wish to try PrivateFirewall. You can block IP's and sites directly with it though I have no experience with your OS as I use XP Pro. I have tested that feature within Sandboxie in the past and it worked for me. I just started using Online Armor, and I liked it ;D. I really don't need that issue, I tried to search about the issue but give up after the first try (too lazy today). Thanks for the info.
